EU rules say large scale contracts such as the manufacture of road signs need to be available to tender across the entire single market.
Don't know anything about this Dutch firm but they may not have been the cheapest to tender. Clearly they are not the most literate.
We tend to be more 'fair and open minded' in awarding these contracts removing the national interest. Other EU nations do not hold to the same principles. They do have the power to fine member nations but never actually do anything. Germany runs a massive trade surplus and has done for years (again this is punishable by the EU) in clear breach of EU rules yet nothing is done, yet German have the front to criticise Greece for the problems it has.
Most of your railway and tube carriages are now built in Germany/Austria (much to the disappointment of Bombardier in Derby) with the loss of engineering expertise and real jobs.
