Multiply that by how ever many there are and it becomes a considerable cost which has to be borne by the taxpayer.

Good point,, But you may find that a majority of those living in sheds with beds are illegal immigrants and as such should then be returned to their Country of origin.
Thus killing two birds with one stone...

The main problem being of course illegals destroy any identifying paperwork such as passports when they get here. If the Border Agency cannot id them of their Country of Origin it cannot deport them.
It can take many Months to make inroads in investigation and during that time guess who gets to pick up the bill for housing them.

Of course this only comes to light (as did the fine) because the perp ignored the enforcement order. Most I suspect comply with the order and whilst they have to evict their tenant face no further fines or sanction.
